Low-Income Pilot Program

Beginning February 28, 2017, the Missouri Low-Income Pilot Program can provide electric bill payment assistance to Missouri customers meeting eligibility requirements.

How does it work?

This program will provide qualified Missouri customers with a bill statement which reflects a monthly credit equal to the monthly customer charge and revised bill payment amount under the following conditions:

  1. The customer must have applied with a designated Community Action Agency (CAA), either Economic Security Corporation (ESC), or Ozarks Area Community Action Corporation (OACAC).
  2. Customer must remain current within two (2) billing cycles to continue on the program. Customers that default on payments for two (2) consecutive months will be removed from the program and will not be allowed back into the program for 12 months.
  3. Customers receiving monthly credits must be enrolled in the Average Payment plan with any under or over collection balance existing at the settlement month rolled over and spread equally across all monthly bills in the next APP year.
  4. Customers must make all payments on-time (before the delinquent date).
  5. Monthly bill credits will be adjusted so the customer's total bill after the monthly credit is a minimum of $10 (ten dollars) per month. Credits will be calculated in these circumstances once the Average Payment Plan (Rider AP) billing amount has been determined.

Match Low Income Program for Missouri Customers

The purpose of the program is to encourage timely payment of customer bills by offering assistance to qualifying Missouri gas and electric customers who have received low-income benefits from area Community Action Agencies to reestablish service.

To qualify, the customer must have an income within 135% of the federal poverty level and have a previous account with an unpaid balance preventing them from re-establishing service with Empire. Community Action Agencies (CAA) will identify customers who qualify for the program.

The assistance provided by the program is credited to the customer’s account upon completion of 12 consecutive on-time payments. The credit will be equal to half of the out-of-pocket amount paid by the customer (over and above the CAA assistance) at the time of reconnection.

The program will end June 30, 2018. The last date to accept new customers into the program will be December 31, 2017.

Empire's Action to Support the Elderly (E.A.S.E.) is designed to lift the burden of worry from the elderly (age 60 and older) and handicapped for customers in the Empire District Electric Company electric service area. For customers who qualify, late penalties are waived, due dates may be adjusted, deposits waived, and third party notification is available when an account becomes delinquent.

Project Help, a project of the Empire District Electric Company, is neighbors helping neighbors.

Helping our neighbors is a tradition in our area, built over the years and based on our common goals and needs. Since 1982, Project Help has been one example of that neighborly spirit at work.

What is Project Help?

Project Help is an assistance program created to meet emergency energy-related expenses of the elderly and/or disabled residents in Empire's electric service area. For many of these people, protection against extreme heat or cold can be a matter of life or death.

Project Help is funded through voluntary donations.

Who is eligible for Project Help Assistance?

To be eligible for Project Help, applicants must be a customer of Empire District Electric, be 60 years of age or older, or be disabled to the extent that they cannot be economically self-sufficient, and have no other resource available. Eligibility is verified when making application.

What qualifies as "emergency energy-related expenses"?

Any energy bill of the truly needy for heating or cooling may qualify for Project Help assistance.

Project Help will determine when emergency needs exist and administer the use of available funds to meet those needs. Project Help is not intended to provide ongoing support, but to provide temporary assistance for those persons in a crisis situation.

How customers can make a donation.

It's simple! Just complete the online donation form.

All customer contributions received by Empire will be given monthly to Project Help to be used to help pay emergency energy costs of the truly needy.

Naturally, your contributions are tax deductible.

Your total Project Help contributions for the previous year will be reported on your January bill each year.

All money goes to Project Help.

Empire's role in Project Help is to encourage donations by offering Empire customers a convenient means of contributing. The full amount of each contribution to Project Help will go to the ultimate beneficiaries. There are no deductions for salaries, administrative costs, or other expenses. And, of course, all the money stays within the Empire District Electric Company electric service area. Project Help is truly neighbors helping neighbors.
